I don't see this as an urgent issue, I would just like 21.1 native
Win32 to be able to produce info files without first installing
makeinfo (which wasn´t trivial on WinNT when I looked. I succeeded,
but only after patching (and subbmitting a patch for) sources).
However, people will need to have to texinfo package installed.
Perhaps I need to make that clear in xemacs.mak, when the info target
fails?
