This is not always an option.
And whether you believe in options or not, we want it to be _easy_,
not a PITA, for testers to build XEmacs. They should not have to go
out and get updated packages and build them from source. They should
not have to throw away or work around what their distro has settled on
as the "stable" version to build XEmacs if we can avoid it.
If a package person (eg, Kai) wants to require Texinfo 4.2, that's
fine. But we need to find a way to check for it, perhaps in
XEmacs.rules, so that we spit out a warning and not a broken build.
There's also a backward compatible solution, which is to work out how
to get it done right for all Texinfos we support (>=3.12, IIRC, not
to mention texinfo.el), put it in an include file, and use
@include ../../generic-copyright.texi
perhaps with some appropriate macro definitions for AUTHOR, etc.

My nostalgia for Icon makes me forget about any of the bad things. I don't
