Not unless you're facing an Exceptionally Tricky People.
It is initialized to a string in setup-paths.el, and all of the
initialization code that touches it (in startup.el, anyway) sets it to
strings. It could theoretically be zero-length, though. This should
not be a problem.

IMHO, nothing in 21.5 is that broken unless it breaks the build.
The PUI code is especially risky. There is nothing left in it that
isn't a kludge as far as I can tell from its behavior.

Ouch... what version should the XEmacs binary cc-mode package be built
with? It's supposed to work with 21.[145].

cc-mode update; it uses some ugly kludges that shouldn't ever have
existed. Unfortunately I don't have time to test or work on it at the
moment.

2) Unpack them to: [1]
/usr/local/lib/xemacs/xemacs-packages/
3) Re-start XEmacs.
Using XEmacs Package Tools (XEmacs 21.[245].x):

1) Tools -> Packages -> Add Download Site -> Pre-Releases
2) Tools -> Packages -> List and Install
3) Select the packages you wish to install (there are brief
instructions at the bottom of the packages buffer).
4) Packages -> Install/Remove Selected
5) Re-start XEmacs.
