No. This is a current status indicator, and should be in the file
itself, where anybody working on the file will see it whether they are
specifically looking for it or not. Getting the same information from
the ChangeLog would be chancy, and likely to be buried deep in the
log, or even in ChangeLog.2.
I'll do something about documentation.

i see w. perry has been busy, buffer tab in xemacs-gtk ALMOST there.
just built the latest CVS and the space for the buffer tab IS visible
at the top of the window, but nothing appears in the tab:

just built the latest CVS of xemacs-beta.
the toolbars are truncated, see:

notice that the toolbars do not extend down along the entire length,
leaving the INBOX Presentation buffer with no well defined edge (on
the left).
