I'd like to revisit the patch that created this controversy in the
first place.
It did actually have a ChangeLog entry, but Steve feels a proper
ChangeLog entry should always have filenames and, where applicable,
function names. Therefore the patch is in rejection purgatory,
waiting for ChangeLog entries.
I continue to feel that a change OF THIS TYPE should not have a
ChangeLog entry at all, i.e. it makes XEmacs LESS maintainable, and
that it certainly isn't worth the effort of creating the `proper'
ChangeLog entries. As regular readers of xemacs-beta know, I'm no
stranger to pedantry, but I would rather have that exquisite human
quality expended on things like ensuring that added patches don't
increase the number of compiler warnings in the source code, or
creating a real test suite, or fixing spelling mistakes in the source code....
Steve continues to feel that ALL changes should be ChangeLog'ed,
because it makes his job as maintainer, especially bug-hunting using
diffs, much easier.
I recognize that there are going to be differences of opinion on this.
While respecting Steve's right to have a different opinion on what the
`proper' thing to do is, I also feel that Steve has an obligation as
maintainer to make compromises to accept contributions that he doesn't
entirely agree with, to maintain the vitality of the development
community.
Basically, Steve and I both like having things our own way, and don't
like to retreat on what we feel to be matters of principle.
Here's the patch. It has not been applied to the sources (yet!).

Actually, all I expect from the ChangeLog entry are two things:
1. Is the change interesting? Ie. if it is only changing white
space, indentation, spelling I'll usually want to skip looking at that
specific diff.
2. Something of a clue as to why the change was made. The two
examples Hrvoje gives above are acceptable, IMO.

I think TT is a Sun thing only. AFAIK it's used by SunSoft's Visual
WorkShop for C++ and the like for editing/debugging integration.

Cool. You're going to find building everything from source difficult
to impossible on Microsoft Windows. XEmacs 20 was unbuildable from
scratch for quite awhile without Mule support. I expect that getting
everything building on Microsoft Windows to not take quite as long.
In the meantime, you can always pick up pre-built pieces where native
support is lacking. Prebuilt texinfo is always provided in a -info
tarball, prebuilt Lisp packages will always be provided.

At some point in the near future, we're going to branch the CVS tree.
The question is, what to name the new branch?
The tree we're working on now is a proper descendent of XEmacs 20.2
and not 20.3 or 20.4. It has at times been called 20.3-beta, 20.4-beta
and 20.5-beta before we decided to bump the major version number. The
multiple version number changes break any kind of automated tool that
maps a version number to CVS tag.
I'm also not very happy with the way tagged "beta" versions are
handled. Conceptually it would be neater to strictly use numbers
only.

It probably won't be totally unstable. There's a certain loss of
flexibility about when unstable patches can be accepted though. It
would be nice to have a no-holds-barred development tree that we don't
have to worry about releasing for a year, but still maintain the
option of putting out more frequent releases. As anyone who has
navigated the CVS tree knows, we do not have either 20.3 or 20.4 in
CVS and I'd kind of like to close that loophole for the future.

One of the bad things about Tk is that down in the guts some things
pretty much have to be Tcl code, even if you are supposedly using it from
C. Perl/Tk (or pTk for portable Tk) changes all the widgets to use generic
TkLangXXX functions instead of TclXXX functions, so that all you have to do
to plug in new languages is create the glue TkLangXXX stuff.
