You are supposed to be able to just type "make" in the toplevel directory.
From the toplevel Makefile

for dir in $(SUBDIRS); do \
$(MAKE) $(MFLAGS) -C $${dir} autoloads; \
done
for dir in $(SUBDIRS); do \
$(MAKE) $(MFLAGS) -C $${dir} bytecompile; \
done
