PSGML problem

I am trying to abuse xemacs as a SGML-based word processor. For this
I need to use the "encode entities" feature, which allows me to
switch between SGML representations of characters and their screen
representations. I want to use my own charccter list, but PSGML
refuses to recognize changes to my ISO map file. Why?
