[Bug: 21.4.10] `own-selection' with region active

================================================================ Dear Bug Team! I evaluated `(own-selection "foo")' while the region was active, and "foo" was not put on the window system clipboard. I expected to see "foo" on the window system clipboard. The erroneous behaviour seems equivalent to that resulting from evalling `(disown-selection)' instead. To reproduce: Fire up xemacs (with `-vanilla'). Type: ( o w n - s e l e c t i o n SPACE " f o o " ) C-SPACE C-x C-e Then paste (middle-click under X, e.g.).
