I am not seeing that with fvwm 2.45 here
1. I edit a file while in virtual desktop 1. The frame opens in the
current desktop as expected.
2. I switch to desktop 2. When I edit a file, the new frame appears in
desktop 1 (and fvwm2 actually warps to the new desktop).
Are you using any kind of "starts on desk" arguments or anything like that?
