Confusion surrounding CVS xemacs-packages usability

Since the packages are in general not maintained by XEmacs, it is preferable to maintain the upstream developers' source hierarchy layouts. As you note, it's not easy to automate dealing with this. What does work, with a few changes, is to go to the top of the xemacs-packages CVS tree, configure the installation target hierarchy by hand, do make World, then make install.
