You're missing the packages. In particular you're missing Dired, EFS,
and xemacs-base.
See the Info manual (I think that works without packages :-( ), one of
the first few nodes in the XEmacs User's Guide is about Packages, or
http://www.xemacs.org/Documentation/packageGuide.html
