So I look at the lisp/ChangeLog change history, look at steve's
latest (6/23/99) "misc changes" commit, and see Michael's change to
packages.el.
So I jump to the packages.el history and see no change since
5/4/99.
What's up?

Now that I look at it, the packages.el does not seem to be
up-to-date.

Hmmm. Here's my copy of Michael's patch.

Index: src/paths.h.in
Index: etc/NEWS
Michael didn't include any changes to that file.
