Once upon a time the system asked whether you wanted to continue if
the key couldn't the verified. I _hope_ that making it mandatory is
an honest mistake.
Hope dies last. Steve Y has made it mandatory for 21.5 after he fixed
some bugs (that resulted in messages like the one you've received).
