footnote-init: the role of the different functions.

Hello I just want to make sure: in the footnote-init pkg: the function - Footnote-add-footnote, is the original one, which is not able to deal with permanent footnotes in a file - fi-Footnote-add-footnote which does the same as Footnote-add-footnote but can deal with permanent footnotes in files. - fi-Footnote-add-commented-footnote does the same as fi-Footnote-add-footnote but for footnotes with comments?
