Emergency patch: mswindows completely hosed

The portable dumper changes have completely hosed mswindows, I think its something to do with the opaque_ptr changes. mswindows uses these to store menu item ids in a hash table. It looks like that emacs is unable to get the items out of the hash table. The following patch fixes things although I do not understand the code enough to know whether this is the correct patch.
