You don't. The xemacs-package repo contains *references* to specific
revisions of all the packages (in file .hgsubstate). When you say "hg
commit" in xemacs-packages, it checks those references against the
checked-out revisions of the individual packages and updates
.hgsubstate, and commits those changes.

Pushing at the top-level recurses into the individual packages.
So, given I succeed in getting the cc-mode package clean, I should
commit on top and push and have a clean repository. Sounds easy enough
