"Producing releases" really sounds like pointless work to me.
I have to agree with Stephen. The release model you've proposed works great if
you have sufficient developers which I do not believe is the case here. Instead,
I would recommend a "pick three most important items, develop, make stable and
Mark stability point in version control" approach. This approach has the lowest
overhead and minimizes time between with the stable code.
