I have tried this a bunch of times. Unfortunately cygwin has changed
so that the netinstaller no longer compiles. I spent some time trying
to figure out why, but gave up in the end. In theory you just run the
windows build script, but the cygwin lossage means that this no
longer works. Someone needs to take the time and fix the breakage.
