fill-paragraph-or-region annoyance while in Emacs Lisp mode

Hi, I am becoming really annoyed by the behavior of fill-paragraph-or-region while I edit Emacs Lisp files. In GNU Emacs each time I use M-q to format a documentation string of a defun, the comment gets formated properly. In XEmacs the whole function seems to be formatted, instead of only the comment. This is really annoying as to get it working correctly I need to enter empty lines before and after the comment, fill the region and then remove the empty lines. Anybody else seeing this? I am using XEmacs 21.1.14/Linux with the latest released packages. Regards, Ovidiu
