[PATCH] arc-mode: set coding system

Hi,
arc-mode doesn't set coding-system-for-read when opening files inside a zip
file. So when opening pictures I often get format error due to ascii
conversion, as my default coding-system is raw-text.
The patch below sets coding-system-for-read while reading the file, and
buffer-file-coding-system on the resulting buffer. Works for me.

[Bug: 21.4.19] balloon help niggles on Windows

M-x balloon-help-mode
M-x customize-variable truncate-lines
If I hold the mouse above the "Reset" button (which for some reason is
grey whilst the others are white), I get a balloon-help popup with a
number of problems:
1) The first time it is displayed it is sized for two lines of text,
but contains only 1. For subsequent redisplays the frame is 1 line
high.
2) The frame is one character too narrow for the text, so I get the
continuation glyph, but the last character is not displayed on the
second line. Here's a (naive) fix:

5. There appears to be a (transparent!) one pixel gap between the
bottom window border on the balloon-help frame and the text.
I'll get 21.5 compiled here, and see if it behaves any differently,
unless you'd like me to try 21.4 from CVS.

Hello All!
I got profiling to work fairly reliable for short profiling windows of
seconds or minutes.
When I leave XEmacs unattended for many minutes to hours it eventually
crashes.
The typical signature is:

Hello all!
As hunspell is now integrated in OOo it would be great, if we could
utilize it also under xemacs. Due to that changes to the own dictionary
addings would become available vice versa. One problem is the reaction
of hunspell onto the switch -v or -vv.

Additionally I recognized that flyspell doesn't offer possible
correction as it usually does if ispell or aspell is used. Is there
anybody responsible for flyspell. My email to the developer returned

I finally have gotten around to trying out the new vc. Looks very
cool, especially git support! Haven't got very far with using it yet
(see BTW below), but there are some issues. I supply a patch, but
it's more in the line of "for discussion" than a serious proposal.
First, the menubar menu in vc-hooks.el is a GNU-style menubar, ie, a
keymap with random keysyms. We don't support that (and won't). Needs
to be ported, for now I've just disabled it in the attached patch.
There are a bunch of compiler warnings. Some are fixable with
additional requires or autoloads, others I've wrapped in `if-boundp'
et amici. 21.4 doesn't have the if-boundp suite yet AFAIK, but Ben
claimed that they are not dependent on anything in 21.5, so I plan to
break out a compatibility library. (To go in xemacs-base, I think --
everybody should be able to compile, this is Emacs!)
Finally, part of the problem with faces in smerge-mode (at least) is
that GNU's Customize facility apparently defines a refinement of the
'color device-type: you can insist on a minimum number of colors (88
in the case of smerge). We don't support that, and I think defface
basically just ignores those specs. Needs a port, for now I'm just
leaving it as is.
BTW, my department has conducted one of the worst-managed system
upgrades I've seen (though it's an improvement on the last one!!), and
my mail isn't flowing yet. So don't expect any quick responses to
mail. ;-)

Argh, sorry about the noise on xemacs-patches. I was playing around
with patcher on a test repository and didn't have the config set up
right. It won't happen again.
