21.5 non-Mule package build failure

The packages build fails under XEmacs 21.5 non-Mule in the Tramp
package. It's because of a coding cookie in tramp.el:
'-*- coding: iso-8859-1; -*-'
Simply removing it fixes the immediate problem of building Tramp with
XEmacs 21.5 non-Mule, but that makes me feel uneasy for two reasons:
1) Why is that cookie there in the first place? (Kai?)
2) Why isn't XEmacs 21.5 non-Mule just ignoring it? (That would
be the right thing for it to do, wouldn't it?)
Would anyone object to me (Kai, especially) removing the coding cookie
from tramp.el so we can get a clean(ish) packages build for non-Mule
21.5?
I know that this isn't the "right" thing to do so to appease the Gods,
I'll submit a bug report complete with traces about this in a few
minutes.

wrong documentation of tramp in package

Hello,
I am pretty sure, that the current tramp package contains the Emacs
version of the INFO files and not the XEmacs version.
I want to connect to another host as a normal user and then edit a
file as root, so I need the multi-hop feature. I can't figure out,
how to use that. The Emacs info files don't apply for XEmacs and even
after reading the .texi I don't understand how it should work on
XEmacs. I could need a bit of enlightenment.

appt <--> cal: a partial solution

Some days ago I wrote that appt.el would not annotate diary entries
which contain the diary-nonmarking-symbol (ordinarily `&').
I digged into appt.el and the culprit is the
appt-make-list funtion
After changing
(while (string-match

It worked, that is such entries are added. However there is a problem
diary-nonmarking-symbol is a variable set to & per default. So if
somebody would modify this variable the above modification would not
work. I don't know how to pass the value of this variable to this
string, could somebody with lisp knowledge give me a hint.
