[Bug: 21.4.11] ispell version miss-match

I'm trying to get ispell to work by downloading a windows-native ispell that I got by following a link from the XEmacs site. It reports itself as version 3.1.20. When I try to execute it from XEmacs it refuses and says it needs 3.1.12 or higher. It seems like x.20 should satisfy that, but it just stops and no spell checking happens. I've never tried to get this to work on a Windows box before and I don't know where the problem might be. Is there an easy fix?
