Package build problem

The latest XEmacs in mercurial doesn't seem to be able to build the
packages. It bombs out like this:

Subject: sign off on XEmacs 21.5
To: XEmacs review <xemacs-review(a)xemacs.org>
Assuming you had a deadline of New Year's eve (31-Oct) to make
a release, what would it take to make you sign off on a net release
of the next version of XEmacs?
Steve-san has posted a list on xemacs-beta. I think many of them
can be ignored for an "early" release, but I only have an advisory
capacity and will defer to him.
It's been an awful long time since the last release. The world is
crying out for a new version of the One True Editor.
So, comments?
-sb (My apologies. I wanted to curb code churn, but not quite this much)
