Fix to configure.in to _not_ compile in Xaw when not requested

Hello,
I've noticed that when I'm building 21.4.x with --with-widgets=no, it
tries and succeeds to find some random Athena widget set. This is
very annoying and probably wrong. Here is the patch that brings the
behaviour to expected state: try to find Xaw only when explicitly
requested (or to not try when explicitly requested to).
First couple of lines fix ambiguous option abbreviation.
Probably there is more work needed to test --with-dialogs,
-scrollbars, -menubars?

I installed XEmacs using the net-installer (nice!) on Windows 2000 but
didn't select all packages, so later I wanted to download one I
forgot... But when I select anything in the Tools->Package menu I get:

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:
Things are really unstable when I call up an .xml file using psgml 1.23. I use
'save-place, 'saveconf, and 'recent-files. Lots of times xemacs crashes when I
call up an .xml file. If an .xml file was open when I previously shut down
xemacs, this will also happen on startup. I tried booting up on startup with
"xemacs -debug-init" on such an occasion, and I dumped core.

minibuffer-complete-word is has a feature that I find annoying.
If you have the following files:
~/foo.zzy
~/foo-bar
~/foo bar
Then minibuffer-complete-word completes 'foo' then completes "foo bar",
with no indication that there were other files to complete.
Looking at the code, I notice that minibuffer-complete-word goes out
of it's way to produce this behavior with the code:
