I built b18 yesterday with cygwin b20.1, and I'm having no problems. Some time ago, I got in the habit of specifying --package-path=/usr/local/lib/xemacs/packages If you haven't been specifying this in the past, then perhaps something in the b18 configure is not properly initializing the default value. I had a similar problem with the --site-prefixes in b16 or b17 where I had to specify both --site-includes and --site-libraries instead of just --site-prefixes.
