Interesting, I can see the same behavior, when I try completion in
(emacs-version) "XEmacs 21.0 \"Pyrenean-pre6\" [Lucid] (i386-pc-win32)
of Mon Oct 19 1998 on TWILIGHT"
M-x customize-group RET info RET
gives me
Additional Search Directory List: *
[INS]
[State]: this option is unchanged from its standard setting.
List of additional directories to search for Info documentation *
amongst others.
Oscar, Info-nauts:
It seems that at least the docstring for `Info-directory-list' is out
of date, since it is a (defvar ...), not a (defcustom ...).
What will be the right way in 21.0 to extend the info directory list
with support for "dir" files?

Adrian

Here's what I have in my .emacs:
(custom-set-variables
<lines deleted by Adrian>
'(Info-directory-list (quote ("/Program Files/XEmacs/packages/info" "/Program Files/XEmacs/Xemacs-21.0/info" "/opt/gnu/info" "/usr/local/info")) t)

'(message-signature t))
