The packages ChangeLogs include iso-2022-jp-encoded kana and one Han
character, so, strictly speaking, we should split the difference and call
them iso-2022-8 :-) .
That’s a bit moot for this commit, though, as the ó of López _can_ be
encoded in iso-8859-1.

find xemacs-21.5 -name ChangeLog -exec grep -nH '[^[:print:][:space:]]' {} \;
find packages -name ChangeLog -exec grep -nH '[^[:print:][:space:]]' {} \;
did the job with GNU grep in the C language environment. Most of the output
is names:
Kai Großjohann
Ville Skyttä
Attila Fülöp
Björn Torkelsson
Makato MATSUSHITA (まつしたまこと)
Pavel Janík
Damien Nadé
Peter Møller Neergaard
Adam Przepiórkowski.

There’s also a few acute accents instead of single quotation marks.

Maybe its a bit presumptuous of us to assume that other projects’
ChangeLogs will use the coding system we use.

That’s kind of generally true.
