iso-8859-1. Sorry, that's the current standard.
The packages ChangeLogs include iso-2022-jp-encoded kana and one Han
character, so, strictly speaking, we should split the difference and call
them iso-2022-8 :-) .
That’s a bit moot for this commit, though, as the ó of López _can_ be
encoded in iso-8859-1.
If you decide to fix it, the way to do it would be to convert all
ChangeLogs to utf-8. This requires proofreading (ie, use
'(skip-chars-forward "[\000-\177]")' or an equivalent grep to find
non-ASCII characters.

did the job with GNU grep in the C language environment. Most of the output

Then add an entry to file-coding-system-alist for ChangeLog.
Maybe it�s a bit presumptuous of us to assume that other projects’
ChangeLogs will use the coding system we use.
Probably there should be some hook function as well to check for
other
coding systems.
