Currently we have a bunch of rarely-used mailing lists and aliases,
and I'd like to rationalize the situation for several reasons, one of
which is to reduce spam.
What I propose to do is
1. alias the addresses for crashes, xemacs-mule, xemacs-winnt to
xemacs-beta, including
a. rewrite that address in-place (if possible) to xemacs-beta
b. leave the old archives in place (and eventually remove the spam
that flooded in the back door)
2. change the informal charter for xemacs-beta to allow, but strongly
discourage (at least at first), discussion in non-English
languages (xemacs-mule allows any language, but that facility is
extremely rarely used; I don't think this will be a problem)
3. alias the address for xemacs-beta-ja to xemacs-users-ja
4. invite users with other language needs to request
xemacs-users-LANG lists, or to move existing lists to XEmacs.org
(we currently have Russian and Japanese)
5. after about six months for the rarely used lists, and a year for
xemacs-winnt, remove the obsolete aliases.
6. get rid of the xemacs-news gateway to c.e.x

Hi, Stephen! After nearly a month of wrestling Microsoft out of my
computer in favor of Debian Linux ( Free at last, Free at last ...! ) I
return to trying to use the darn thing.

I think, at least, the addresses used for automatic things like bugs,
crashes, and build-reports should be separate from the discussions. That
also would simplify ( I think ) using automatic tools to process some of
those reports.

Many many other projects, perhaps not on the scale of xemacs, use one
-users and one -developers list. It works for them. OTOH, certain
hosting organizations -- better left unnamed -- just explode with
virtual domains for every nitpickin' sub-sub-project. Frankly, that's a
pain for everybody except the sponsor: you're always talking to the
wrong audience.
I do think the discussion of nuts and bolts ( -dev ) is best separated
from how-to and wouldn't it be nice if ... ( -users ).
Certainly, xemacs-winnt should be folded into the mainline.

Build-reports will remain separate. When we get the automatic tool it
will have a separate address.

The users' list is the newsgroup, comp.emacs.xemacs. Its charter does
not permit non-English posts. Other than the language based lists,
this reorganization will leave a bunch of special purpose lists
(-patches and -cvs to actually track the workflow, a couple of admin
lists, -buildreports), and xemacs-beta.
Renaming could be done, but I'd rather not rush it, as there are
issues like backward compatibility of archive usage etc.
