My experience (now almost a decade stale, though) was the Windows is
just deficient in respect of supplying the needed libraries, but once
I had them, Cygwin was a reasonably stable environment.  I just got
the binaries from Cygwin and ignored any libraries not in the Cygwin
distribution.
I found Visual Studio to be much less tractable, as it was often hard
to even build libraries in a non-POSIX environment.  You could try
MSYS, but I haven't heard much encouraging about that, either, and of
course that's non-POSIX, too.
