The build instructions are certainly finicky. They worked for me when
last I used them, but I will point out that they specify VS6, which is
more than a decade old by now.

Dear XEmacs team,
I do not currently have access to a Windows machine I can use to
build
the setup kits. I do not currently have any plans to do this, I might
be able to resurrect an old XP VM I have lying around, but I probably
won't have enough free time to investigate this until Christmas.
FWIW, I unearthed my old XP VM and am digging through the 21.5 sources
fixing up the 21.5 native Windows build. Since the Windows native
build doesn't use configure, there is config.inc machinery required to
support any new features (like TLS). Without access to a Windows
native machine, no one could make this stuff work. It's the opposite
of "write once, run anywhere". :-)
No promises when I can get this completed. After I get this one
working, I should really upgrade to new Visual Studio tools (or
mingw64) and W7, targeting a 32-bit runtime environment. But those
are longer-term goals.

That was an outstanding effort, Vin ! Kudos !!
I hope you didn't have to struggle too much.
Have you also updated (and corrected) the instructions for building a native windows
binary (at least the steps you followed) ?
Lastly, would it be possible to make it a more standard practice to keep the innosetup
binaries up-to-date with the source releases (on the beta channel as well, not just the
stable channel) ?

Thanks! No need to rush, I think. (With apologies to the users
waiting eagerly, but that's where we are). I'll let you know if a
beta is imminent (maybe next weekend, I hope), and you decide if
you're close enough to make a final push or a "give me 3 days" request

Note that the next release of VS will have a new ABI which Microsoft
promises will be "forever".
According to the Python guys, mingw64 does not do a great job of
targeting 32bit-land. I can dig up the threads and check for details,
but be aware there's a warning on that.
