Thanks for the reply. I downloaded that link you have below and ran it through virustotal
which uses multiple virus scanners to scan a file. It reports that it is infected with
Trojan/StartPage.wqo
This is the Virus total website I used to scan the file:
https://www.virustotal.com/en/
Some of the other xemacs executables I scanned had a different adware issue show up but
not a Trojan. Do you believe the file is infected?

I vaguely recall some kind of parsing error for HOME directories containing spaces and I
think this has been fixed. I recommend taht you try this setup kit:
http://ftp.xemacs.org/windows/testing/XEmacs_Setup_21.4.24.exe instead of 21.4.22.
