I don't know if this is actually a bug or not, but apparently there is no way to escape the path separator character (typically ?/ on Unix, ?\\ on Windows) in split_external_path. This means that if for some reason one wanted to put something like packages in a directory named something like "xemacs:stuff", that would get split into two directories of a search path in many contexts such as "./configure --with-late-packages=xemacs:stuff".
