Hi Jeff, you don't say how you came to that conclusion.
Try list-text-properties-at on a colored word in any buffer.
Send us the contents of the *Text Properties* buffer.
e.g. I get this on a cited line in message-mode:
Text properties at 1568:
lazy-lock t
face message-cited-text-face
font-lock t
And this on a <p> tag in a buffer visiting xemacsweb/index.html:

I suspect font-lock-mode is not on in your buffer.
Please do
M-: major-mode
and
M-: font-lock-mode
in the buffer in question.
Then do
M-x view-lossage
and copy the information from the *Help: lossage* buffer into your
mail buffer.
In the massage buffer I get:

You should also try to upgrade to the current versions of the psgml
and psgml-dtds XEmacs packages, which are

I don't have any colored text in any of my buffers. so mebbe something else is
tweaked.
I'll have to try your nice suggestions in a day or three. I have a deadline
tomorrow and a spec to get out.

In Gnu, reading the message I'm replying to.
Cursor after the `"' and before the `J' in the attribution string,
returns `None' in the echo area. The *Text Properties* buffer
contains bogus information from a previous use.
Cursor before the `F' in the From header, returns
Text properties at 1:
start-open t
article-type headers
dummy-invisible t
face gnus-header-name-face
message-rank 1
in the *Text Properties* buffer, which pops up.
I suspect there is an extent/overlay vs. text-property issue here.
XEmacs is probably doing the right thing.
For reference, here's the text I'm looking at (minus Adrian's XFace
and the text property information, of course). It's just a cut &
paste, so may get munged.

M-: (extent-properties-at (point)) while inside the XEmacs word above, leads:
(lazy-lock t face message-cited-text-face detachable t end-open t
text-prop font-lock font-lock t)
I noticed the are no text-properties in an *Article* buffer's cited
text when reading that message.
But this is not the problem Jeff is reporting.
I think it's a question of activating the correct major mode of PSGML
and enabling font-lock as well.
