 Yes.  That is a mistake. The extra .67 version number causes the
 configure code to think it is a beta. 
This is a bug that needs fixing in 21.1.x.

 Do a 
...
 make clean
 delete the 67 from version.sh
 rebuild 
And be aware that attempting to apply future patches will break when
patching version.sh.
