 Probably unnecessary.  It's autoloaded if APEL is installed. 
of course. but then we need to make sure it is actually installed. I
guess the error "void-function exec-installed-p" is not very helpful
to the user.

 I'll code that second patch tomorrow unless somebody thinks
it's a bad
 idea.
