Have you unpacked xemacs-21.4.12-info.tar.gz into your source

As a maintainer, the last thing I want is people deliberately making
doc-less installations, or (perhaps worse) installations with
out-of-date docs. I would tend to oppose a change of this nature.
Ok, I understand why you oppose "--makeinfo=no" but shouldn't configure
at least tell you there is a dependency? It can then treat makeinfo
missing as a fatal error and report it gracefully.
