Yes, kind of, but I've never seen an official XEmacs package with
VERSION < 1.00...

Version numbers are such arbitrary things. The only restriction you
have for them in packages is that they are a number (not a string) and
have 2 decimal places.
Anything from 0.00 and above should be fine.
