Ahem, for a while, for me the recipe was "Open any .xml file". Note
that this was with 21.4.8 (RH), psgml-1.30 and .xml associated with
xml-mode in auto-mode-alist.

Be very careful; pay close attention to the Installation string. In
particular, Red Hat seems to use flock, not dot-locking, for mail.
Yes, I'm planning to use their source RPM (from rawhide), and only add
the above changes to the .spec file in it and rebuild.
