Yes. You should put it in the packages directory. That's the entire
point of packages.
My suggestion would be to create a directory in packages/lisp called
`netmeg', and put your lisp in there.
Or, you can call it site-lisp. The important point is that there
should only really be one way of adding non-base lisp to XEmacs, and
that's the packages hierarchy.
