Er, WTF? Packages should not be dumped IMHO, and _especially_ the
Japanese-only input methods should be dumped only at sites that use
them by explicit choice of the admin. I assume you are using
everything straight off the XEmacs FTP site?

And there's why. Packages do (and IMO should be allowed to) assume a
fully-fledged XEmacs installation for their environment. A buck-naked
temacs does not qualify.
I'm inclined to consider this a package bug.
