you're supposed to put the :require on all defcustoms that control whether
the feature is enabled or not.
packages are *never* supposed to enable themselves automatically upon load.
perhaps efs is broken in both respects? i.e. it enables itself on load and
doesn't even have a variable to turn itself on or off?

I'm trying to do the right thing here. So :require is a keyword for
`defcustom', not `defgroup'. Does that mean every single `defcustom'
in EFS (there are 70 of them) should have :require 'efs?
