3) Re-start XEmacs.
Using XEmacs Package Tools (XEmacs 21.[245].x):

1) Tools -> Packages -> Add Download Site -> Pre-Releases
2) Tools -> Packages -> List and Install
3) Select the packages you wish to install (there are brief
instructions at the bottom of the packages buffer).
4) Packages -> Install/Remove Selected
5) Re-start XEmacs.

$PREFIX/share/xemacs/xemacs-package is the recommendation
at xemacs.org (the difference is the "share" instead of "lib")
I built xemacs from source and have installed xemacs-base-2.33
and python-modes-1.14 but am suffering when I open an .py
file.

There's no correct and authoritative advice because it depends on the
local configuration. Historically (and a lot of us have been
upgrading packages for long enough to be historical) the location was
$prefix/lib. I believe this is still default in XEmacs 21.4. FHS
recommends $prefix/share, which is default in XEmacs 21.5.

Once I figured out the above all was made well. I have a minimal install.

Brave choice. (GNU code, most of which we adopt unchanged, is
typically strongly coupled. Our package tree is rife with unrecorded
dependencies we judge to be "minor".) Don't hesitate to ask for help
here.
Also, don't hesistate to supply details in first posts. The upper
limit on posts to this list is something like 100KB by default. Feel
free to use it! :-)

Yes, I found that to be true. I ironed things out by checking the packages
file to follow dependencies. At start up xemacs is less than 10MB!
Also, don't hesistate to supply details in first posts. The upper
limit on posts to this list is something like 100KB by default. Feel
free to use it! :-)
I like to keep first posts minimal so as not to overwhelm.
