   tramp                1.39   1.39   Remote shell-based file editing.
 which corresponds to

 Try
 i runs the command pui-display-info
 on the tramp line in the buffer produced by
 M-x list-packages
 What is your version? 
same with you
 What is the value of variable (see my value after ->)
 tramp-unified-filenames -> nil 
same too
 Try this
 (setq tramp-debug-buffer t)
 then access the remote file again.
 
I tried, but there's no tramp buffer -_-
buffer list looks like this:

Which you see, tramp didn't start at all. It opened a non-exist file in a
non-exist directory -_-
