I suggest patching up to 21.0.62. That contains some improvements to
the package code.

../lib/xemacs/xemacs-packages
Or use M-x package-admin-add-binary-package.
In theory you could also

type M-x pui-add-install-directory and give the directory where you
download the packages (you also need to have the
package-index.LATEST.pgp in that directory then).
Then type M-x pui-list-packages.

No. Only mule-base is needed if you compile with MULE.
