Yes. I don't know why it's not being set for you, unless you are (a)
using -q or -vanilla when invoking XEmacs, or (b) have your init file
somewhere where XEmacs doesn't find it.
Please invoke xemacs -vanilla, then evaluate `(find-user-init-file)'.
So, user-init-file is still nil, but
(find-user-init-file)
does find it.
