After starting Xemacs, the menu entry "Options, Advanced(Customize), Emacs, Packages" is empty. However, after doing the two menus "Tools, Packages, Add Download Site" and "Tools, Packages, List and Install" the former menu "Options, Advanced(Customize), Emacs, Packages" is populated correctly. This process is required each time Xemacs starts. My XP system is an upgrade from NT. Afterwards, xemacs-21.4.6.exe installed Xemacs.
