Well, it does not seem related to general-purpose packages like calc,
calendar, psgml, etc..
It's more like a development tool for a focused audience,
xemacs-beta[1], I'd say.
It might blend better with some of the libs packages like
xemacs-devel, or edebug.
These are my thoughts.  I have no strong feelings about the package's
location.
