Well, right now I don't see a good reason not to use the 21.5 FAQ.
Ben hasn't removed anything relevant to 21.4 that I could see.  But
once Unicode internal comes in, the FAQ is pretty sure to pick up a
lot of stuff that is not relevant to 21.4, and diverge in that sense.
  
 
i strongly believe that there should be only one FAQ.  in the stuff i've 
written, i've tried to identify things that differ between 21.4 and 
21.5, although i may have messed some things up.  if you're concerned 
about divergence, then we should just come up with a clearer way of 
distinguishing stuff relevant to only one version (e.g. a [21.4] or 
[21.5] tag in the subject).
adrian, you may be right that there should be a stub in etc/PACKAGES 
rather than its removal; i'm just concerned about having lots of such 
stubs all over the place.
