Dear Bug Team!
The subject says it all: I kept getting mysterious errors (from a
timer-driven bit of code) saying "w3-write-explicit-encodings" was
nil, and found this is because url.el doesn't require anything
provided by w3.el (where the function is defined). However, url
(provided by url.el) is required in lots of places, e.g. bbdb-vm.el,
which don't themselves require w3. Adding "require 'w3" to the top of
url.el seems to fix it for me.
